GBA Focus: Understanding Investment Opportunities and Development in Hainan

Supported by the Greater Bay Area Committee, AustCham is thrilled to welcome Mr Raymond Yip, Hong Kong Chief Representative and Chief Liaison Officer for Hainan International Economic Development Bureau, and Nansha New Area. 

Raymond is a highly-experienced Hong-Kong based representative for Hainan and Nansha - key cities within the Greater Bay Area - with an understanding not only of the evolving investment opportunities, but also of the unique needs of international business in Hong Kong, having previously served as Deputy Executive Director, Hong Kong Trade Development Council among other roles. Raymond will share insights on the opportunities for international business in Hainan, including:

  • Investment opportunities for businesses and key industries in Hainan
  • Developments in major policies and key industries in Hainan
  • Developments of cross-border data transfers
  • Sharing more information about the Guangzhou Nansha Service Centre and its role in linking the major cities within the GBA.

Hainan was designated as a Special Economic Zone in 1998 with the aim of reinventing as a showcase for China’s environmental protection programme, an international tourism and retail hub, a globally‑oriented centre of professional service excellence and a key gateway to the Pacific and Indian Ocean trading routes. In 2020, the Central Government released the Overall Plan for the Construction of Hainan Free Trade Port. The objective is that by 2025, a policy framework for the free trade port with emphasis on trade and investment liberalisation and facilitation will have been put in place. Policies regarding the construction of Hainan Free Trade Port include building areas under special customs supervision that feature independent customs operation throughout Hainan Island, exempting import tariffs for products whose added value exceeds 30% when entering the rest of mainland China, and building of a new international land and sea transport hub to connect Western China with the world as well as an international aviation hub. Target industries to include Tourism, Modern Finance, Modern Service Industry, New and High-Tech Industry, Advanced Manufacturing, and ICT, to name a few. Since July 2022, Mr. Yip serves as the Chief Representative and Chief Liaison Officer for Hainan International Economic Development Bureau and Nansha New Area respectively in Hong Kong. He is also EVC of Dashun Foundation and VC of Belt and Road Global Development Alliance since 2019. He retired from the Hong Kong Trade Development Council as Deputy Executive Director, spearheading promotions for the Belt and Road and Greater Bay Area Initiatives, among other marketing duties, in the same year. He was Part-time Lecturer on BRI and GBA opportunities in the CUHK MBA programme during 2019/20. He is a Director of Hong Kong Japan Society since 2019.

Graduating with BBA degree from the Chinese University of HK, he holds a Post Graduate Diploma in E-Business from Michigan State University. He attended the Columbia Senior Executive Program in 2003. He is a Fellow of the Chartered Institute of Marketing and the Institute of Directors of the UK
