Quality Forum - Hong Kong's Built Environment
Cornerstones of Quality ManagementAustCham is thrilled to introduce the Quality Forum: Hong Kong's Built Environment - Cornerstones of Quality Management event hosted by the AustCham Construction, Property and Infrastructure Committee.
The focus on quality management, within the Hong Kong construction industry, has increased due to a growing demand in pipeline of upcoming projects in Hong Kong over the next 10 years.
Cornerstones of Quality Management is a professional forum which aims to facilitate the sharing of viewpoints and best practices of leading organisations in the industry, and to promote the collaboration of key stakeholders towards the development of effective industry solutions.
On Thursday 16th March 2023, the Chamber will host a 100+ person face-to-face event featuring industry practitioners, talent leaders, government officials and contractors for an interactive and high quality event. Views and strategies on the cornerstones of quality managed will be disccused by:

Ir Lau Chun-kit was appointed Permanent Secretary for Development (Works) on 8 October 2021.
Ir Lau graduated from the Department of Civil and Structural Engineering, The Hong Kong Polytechnic University in 1989. He is a fellow member of the Hong Kong Institution of Engineers and the Institution of Civil Engineers.
Ir Lau joined the Government as an Assistant Engineer in March 1992. He was promoted to Chief Engineer in September 2011, to Government Engineer in July 2015, and to Principal Government Engineer in June 2017. He was Director of Civil Engineering and Development from October 2018 to October 2021 before his appointment as Permanent Secretary for Development (Works).

Mr Michael Fong has joined the Government since graduating from the University of Hong Kong in 1988.
Over the years, Mr Fong has served in a variety of posts in various works departments and the Development Bureau (DEVB), including Chief Assistant Secretary of DEVB, Assistant Director / Projects and Development of Drainage Services Department, Deputy Project Manager of the West Development Office of Civil Engineering and Development Department (CEDD), and Head of Sustainable Lantau Office of CEDD.
Since May 2022, Mr Fong has assumed the post of Director of Civil Engineering and Development, leading the Department in taking forward Hong Kong’s new town development and land supply projects, among which are the Northern Metropolis and the Lantau Tomorrow Vision that serve as the two key drivers for the social and economic growth of Hong Kong

Ir. C. S. Ho

Ir C. S. Ho has served as a member of the Governing Council of HKQAA for years, and has taken the role as Deputy Chairman since 2011 and as the Chairman since 2019. He is also the Co-Convenor of the Green & Sustainable Finance Committee of the UNESCO HK Association. Apart from these public offices, Ir Ho is currently the General Manager of The BEAM Society Ltd, a public body tasked to offer green built environment assessment.
Ir Ho previously worked with the Hong Kong Housing Authority as the Chief Building Services Engineer, heading the Building Services Section, responsible for the design and construction of BS installations at public housing estates and ancillary facilities.
Ir Ho is a chartered engineer, a Fellow of the Chartered Institution of Building Services Engineers and a member of the Hong Kong Institution of Engineers (HKIE), having served as a committee member of its Electrical and Building Services Divisions.
He is also a barrister-at-law, and an Adjunct Associate Professor of the University of Hong Kong.

Guy Syrett

Leighton Asia
Guy has worked for major construction companies in the United Kingdom, Canada and Hong Kong, on a broad range of civil engineering and building works projects. He was first involved in quality management during the initial introduction of ISO9001 systems to the Hong Kong construction industry back in the early 1990s and has since managed the development and maintenance of quality systems for a number of organisations in Hong Kong. He is currently the Group Manager – Quality and Environment at Leighton Asia, where he is responsible for quality management across the company’s operations throughout Asia.

Professor Thomas Ng

Prof. Ng received his BSc(Hons) in Quantity Surveying (1st Class Honours) from the University of Greenwich in 1991, MSc in Information Technology in Property and Construction from the University of Salford in 1992, and PhD in Civil and Structural Engineering from the University of Manchester Institute of Science and Technology in 1996.
Having embarked his academic career in the City University of Hong Kong as Assistant Professor in 1998. Prof. Ng then joined the University of Newcastle, Australia as Lecture in 1999 before returning to the University of Hong Kong as Assistant Professor in 2000 where he was subsequently promoted to Associate Professor and Professor in 2003 and 2012 respectively. In 2021, he has returned to the City University of Hong Kong and taken up the role of Head of Department of Architecture and Civil Engineering.
As Chair Professor of Smart and Sustainable Construction, his research focuses are primarily on smart city, sustainable built environment, community resilience, infrastructure asset management, digital transformation, construction informatics, construction industry performance and productivity, project delivery systems, etc. Prof. Ng has secured more than HKD 100 million of research grants through 120 research projects. He has published over 400 scholarly items, with more than half being refereed journal papers. His research excellence has earned him the Chartered Institute of Building International Innovation and Research Awards 2012: Project Innovation Award - Highly Commended Award and a number of international research paper awards. Prof. Ng is a Member of Technical Committee of Thermal Performance and Energy Use in the Built Environment set up by the International Organization for Standardization.
He served as Editor-in-Chief of Construction Innovation, and is Editor of Building Environment Project and Asset Management. He is Guest Professor of School of Civil Engineering, Southeast University, China. On the professional side, Prof. Ng is a Registered Professional Surveyor and Fellow of the Hong Kong Institution of Engineers, Hong Kong Institute of Surveyors, Institution of Civil Engineers, Royal Institution of Chartered Surveyors, Chartered Institute of Building, etc.

Rosana Wong, Executive Director of Yau Lee Holdings Limited, leads the Group to be a green integrated corporation providing multidisciplinary construction related services in full lifecycle management approach. Ir Albert Cheng

Ir Albert CHENG is a seasoned construction professional with over 30 years’ experience in the planning, design, management and implementation of mega public works projects. Prior to joining the Construction Industry Council, Ir CHENG was the Head of the Hong Kong-Zhuhai-Macao Bridge Hong Kong Project Management Office of the Highways Department and the Head of the New Territories East Development Office of the Civil Engineering and Development Department. Ir CHENG is the Immediate Past President of the Hong Kong Institution of Highways and Transportation, currently a Fellow Member of the Hong Kong Institution of Engineers and the Executive Director of the Construction Industry Council of Hong Kong.

Bruce Wells

Bruce Wells leads the company’s Asia operations with responsibilities for regional strategy, planning, customer success and go-to-market development.
An experienced business and technology entrepreneur and coorporate executive specalising in digital transformation linking people, processes and technology to drive next level growth and profitability. His 25+ year career extends across software development, customer experience management, corporate strategy, international expansion and global business development.
With a well-established track record in launching and expanding businesses across key international markets, Bruce is responsible for building Procore's presence and advancing its strategic business objectives across the Asia region.
Prior to joining Procore in April 2022, Bruce was the Managing Director Asia Pacific at Matterport. He was responsible for the development and implementation of the regional growth strategy, which delivered triple-digit YoY growth through the companies IPO in 2021. Bruce was also the President of Asia for Vision Critical Communications, Managing Director APAC at Medallia and a divisional CEO at Synovate (now Ipsos).
Bruce has lived and worked in Asia for over 25 years including Japan, the Philippines, Malaysia, Hong Kong, and Singapore. He holds a Bachelor’s degree in Computer Science from Baylor University.

James Wong

James is the Associate Director of Arcadis Consultancy Hong Kong Limited, he leads the Infrastructure Strategy and Policy Advisory Team through Arcadis core service capabilities. He has worked with global strategy firms and help leadership in formulating policies and strategies for industry transformation, operational improvement, and resource management.
As a pioneer in modern methods of construction (MMC), James has taken prominent initiatives in promoting modularisation, automation and digitalisation in construction. He also holds expertise in sustainable construction, green materials and technologies, and decarbonisation strategy. His specialty further lies in data analytics and econometric modelling. He has been working with public bodies to generate construction expenditure forecast and manpower forecast.
