One in Three Hong Kong Employees Prefer Flexible Contract Roles as Hong Kong Employers Adopt More Cautious Hiring Strategies, Ambition Hong Kong Research Shows

 

Hong Kong employers are adopting a more selective approach to hiring amid ongoing economic and regulatory changes. In this evolving landscape, contract hiring has gained traction as a valuable complementary workforce strategy, with 34% of respondents citing flexible work arrangements as their primary motivation, and 28% viewing contract roles as a strategic pathway to permanent employment.

 

These insights feature prominently in our 2026 Market Insight & Salary Guide, released as Ambition Hong Kong celebrates 25 years of Building Better Futures. Drawing on our first-hand market observations and a Quick Pulse Survey of 150 local employers and professionals, the report offers a timely and comprehensive view of hiring sentiment, workforce priorities, and evolving talent expectations throughout Hong Kong.

 

We highlight trends across key sectors including banking and financial services, business support, contracting, finance and accounting, human resources, sales and marketing, supply chain and procurement, and technology, offering actionable insights into workforce strategy optimisation for the year.

 

A Year Anchored in Stability and Precision

 

Reflecting on 2025, Fiona Mak, our Senior Managing Director, noted that hiring decisions throughout the year were shaped by the need for organisational resilience and operational stability.

 

“Global economic uncertainty and shifting regional dynamics meant hiring was deliberate and highly selective. The priority was clear: strengthen governance, safeguard operations, and build teams ready to manage increasing regulatory and technological demands.”

 

Key Signals from the Quick Pulse Survey

    • Contract hiring gains momentum amid preference for stability

While professionals these days are more open to contract roles, job security and long term career progression remain top considerations. The survey shows that 74% of respondents still favour the stability offered by permanent positions, and 18% voice concerns over the limited career progression typically associated with contract roles, factors that continue to heavily influence their career choices. 

   • Culture continues to shape career decisions

While salary remains the top factor at 28%, other important considerations such as work life balance (19%), company culture (14%), and career growth opportunities (13%) also play a significant role in professionals’ decision-making when accepting job offers. These findings highlight that beyond compensation, employees highly value a supportive workplace environment and opportunities for development.

   • AI adoption in early development

AI is increasingly supporting day-to-day productivity, but widespread implementation remains limited. According to the survey, 39% of companies are in the early stages of AI adoption with small-scale pilots or limited use, while 26% are actively developing AI across multiple teams. However, 23% have yet to adopt AI, and only 2% adopt advanced, company-wide implementation, highlighting that broader workforce integration of AI is still in its early phases.

 

Looking Ahead to 2026

Technology hiring in Hong Kong is expected to remain measured but resilient in 2026, driven by digital investment rather than large-scale expansion. Demand is likely to persist for roles across cybersecurity, cloud, data, and automation. As competition for specialised skills continues, organisations are prioritising targeted upskilling, internal capability building, and selective use of contract talent.
